Call to Order: 7:30 pm

Mr. Huvard explained this is the annual Appropriations Ordinance for the calendar year 2020. They plugged in the budget numbers from the advisory budget and added 15 percent in the appropriations column. There is a contingency and a line for other financing uses for unexpected expenses. In addition to the standard appropriations, there are appropriations for the Special Service Areas.

Another requirement is the estimate of revenues, which is based on the existing 2020 budget. They added $175,000 for the recently approved sign program and additional money in the water fund for the recently approved reservoir.

Trustee Jamerson moved to adjourn the Public Hearing. Trustee Clayton seconded the motion. The motion passed unanimously on a voice vote.

The Public Hearing was adjourned at 7:35 pm.

Director of Community Services Report

Mr. Durning reported there is a lot of garbage on the Village owned property at Milwaukee and Deerfield Roads. Luke is scheduled to clean it up.

Police Report

Chief Dayno noted the police activity report is attached to the end of the minutes.

He reported the Village received accreditation from the Illinois Law Enforcement Accreditation Program.

On March 12, 2020, officers observed a vehicle suspected in an identity theft and arrested two subjects who were charged with identity theft and possession of other’s credit cards.

Village Attorney’s Report

Mr. Huvard received the executed agreement with GMX for Thornton’s.

Information Items and Comments from the President

2. Village Hall Closed / Restricted Access – Limited Staff
The Village of Riverwoods is closing all Village buildings except the Police Station at the
end of business today through April 1, 2020 in response to the coronavirus. All public meetings are also cancelled through April 1, 2020. Currently, Mayor Norris and one department head will be at Village Hall daily to answer questions from residents.

3. Bid on Flatwoods Heritage Center (Campus Plan) Received
The Village received one bid on the project which came in slightly below the estimated cost.
The committee is reviewing the bid as well as alternates in order to make a recommendation to the Board.

There were no visitors wishing to address the Board.

Approval of Bills

Trustee Chamberlain moved to approve the Bills. Trustee Jamerson seconded the motion. The motion passed by the following vote:

AYES: Chamberlain, Clayton, Goldstein, Haber, Hollander, Jamerson (6)
NAYS: None (0)

New Business

1. Ordinance 20-03-07 for the Village of Riverwoods annual Appropriations Ordinance for the Fiscal Year beginning January 1, 2020 and ending December 31, 2020

Trustee Jamerson moved to waive the First Reading of the Ordinance. Trustee Chamberlain seconded the motion. The motion passed unanimously on a voice vote.

Trustee Jamerson moved for Second Reading and adoption of the Appropriations Ordinance. Trustee Chamberlain seconded the motion. The motion passed by the following vote:

AYES: Chamberlain, Clayton, Goldstein, Haber, Hollander, Jamerson (6)
NAYS: None (0)

2. Approval of Contract Proposal from Comcast for New Telephone Service
Mayor Norris noted there will also be a small penalty for the pumping station lines. The Village will save approximately $1230 per month or more than $44,000 in contract savings.

Trustee Jamerson moved to approve the contract from Comcast for new telephone service. Trustee Chamberlain seconded the motion. The motion passed by the following vote:

AYES: Chamberlain, Clayton, Goldstein, Haber, Hollander, Jamerson (6)
NAYS: None (0)

3. Ordinance 20-03-08 authorizing the sale of Surplus Personal Property owned by the Village of Riverwoods
The Village has a 2016 Chevrolet Tahoe that is no longer fit for service as a police vehicle. The Village requires an Ordinance authorizing disposal of the vehicle.

Trustee Haber moved to waive the First Reading of the Ordinance. Trustee Jamerson seconded the motion. The motion passed unanimously on a voice vote.

Trustee Jamerson moved to adopt the Ordinance authorizing the sale of surplus property. Trustee Haber seconded the motion. The motion passed by the following vote:

AYES: Chamberlain, Clayton, Goldstein, Haber, Hollander, Jamerson (6)
NAYS: None (0)

Good of the Order

Trustee Haber received a message from Village Treasurer Hal Roseth, who provided a brief overview of the Village’s investment exposure.

Adjournment

There being no further business to discuss, Trustee Jamerson moved to adjourn the meeting. Trustee Chamberlain seconded the motion. The meeting was adjourned at 7:50 pm.

The next regular meeting of the Board of Trustees will take place on April 7, 2020 at 7:30 pm.
